Elon Musk’s recent assertion that Starlink, his satellite internet service, is barred from operating in South Africa due to his race has ignited widespread debate and scrutiny. On March 7, 2025, Musk took to his platform, X (formerly Twitter), stating, “Starlink is not allowed to operate in South Africa, because I’m not black.” 

South Africa’s Independent Communications Authority (ICASA) mandates that foreign-owned telecommunications companies must have at least 30% equity ownership by historically disadvantaged groups to operate within the country. This policy is part of the Broad-Based Black Economic Empowerment (B-BBEE) initiative, designed to redress the inequalities of apartheid by promoting economic participation among Black South Africans. 

Clayson Monyela, head of public diplomacy in South Africa’s foreign affairs department, refuted Musk’s claim, emphasizing that the issue is about regulatory compliance, not race. He stated, “Starlink is welcome to operate in South Africa provided there’s compliance with local laws. This is not about race.” 

ICASA confirmed that Starlink has not submitted a formal application to operate in South Africa. The regulator highlighted that any entity wishing to provide telecommunications services must adhere to the country’s licensing requirements, which apply uniformly to all operators. 

Musk’s comments have sparked diverse reactions on social media. Some users express support for Musk, criticizing South Africa’s regulatory stance, while others emphasize the importance of adhering to local laws and the historical context behind such regulations. The debate underscores the complexities of balancing global business operations with national policies aimed at promoting economic equity.
